8th Avenue (better known as Shrek Alley) is an alley between the building where Shrek 4-D (or Hitchcock's 3-D Theater) is and Soundstage 44. In 2001, Shrek Alley didn't exist yet, but it is still considered Shrek Alley because Shrek Alley is a fanmade name for 8th avenue, which existed since the part opened.
Ever since 2001 and in 2006 when Halloween Horror Nights moved back to Universal Studios, Universal used this area for scarezones until 2012 when Soundstage 44 was demolished to make the Transformers ride.
