Penny Blake was a survivor of the outbreak in AMC's The Walking Dead Season 3. She was the daughter of Philip Blake aka The Govenor. She would tragically die in the town of Woodbury post-apocalypse but was held and kept secret by The Govenor. She was a scareactor that appeared in The Walking Dead: No Safe Haven (Orlando) haunted house during Halloween Horror Nights 23.
